The Rada failed to vote on the law on the taxation of parcels up to 150 euros – four votes were not enough, the law was failed.
We are talking about bill No. 12360, which provided for the abolition of the current preferential threshold for parcels worth up to 150 euros. The document provided for a change in the rules of taxation of international shipments. Currently, parcels worth up to 150 euros are not subject to VAT and duty.
The Verkhovna Rada was unable to adopt changes to the Customs Code regarding the taxation of international parcels, RBC-Ukraine report with reference to the broadcast of the meeting of the parliament, informs the portal PromPolitInform.
222 deputies voted for the decision with the minimum required 226 votes, so the document was rejected. Even the proposal to send it for a second second reading was not supported by the parliament.
The bill was one of the key points in Ukraine’s negotiations with the International Monetary Fund. According to RBC-Ukraine sources familiar with the preparation of consultations with the IMF, without making this decision, the financing program may be under threat.
The interlocutors of the publication note that in case of further delay, the requirement for taxation of parcels can receive the status of prior actions – that is, a prerequisite for obtaining the next tranche of the loan. In this case, Ukraine will not be able to receive the second tranche until the law is adopted.

The version of the bill agreed with the IMF proposed to leave benefits only for non-commercial parcels up to 45 euros. For shipments worth up to 150 euros, it was planned to introduce 20% VAT, and for more expensive ones – to additionally charge 10% duty on the amount exceeding the limit.
Now VAT and duty are charged only on a part of the cost that exceeds 150 euros.
