The Verkhovna Rada adopted the law “On Public Procurement”, which provides for a comprehensive update of the public procurement system taking into account European standards and requirements for integration into the European Union. As Ukrinform reports, this was reported on Telegram by the Prime Minister of Ukraine Yulia Svyrydenko. The PromPolitInform portal informs.
“We thank the people’s deputies for supporting draft law No. 11520 on new public procurement procedures. 245 votes “for”. This is an important step for continuing the reform of public procurement and increasing the transparency of the use of public funds,” Svyrydenko wrote.
According to her, the law is also part of the agreements with the World Bank and will allow Ukraine to unlock $ 3.5 billion in financial support.
The law should become an effective tool for saving budget resources, strengthening the trust of international partners and increasing the efficiency of the use of public funds. The document will also help strengthen Ukraine’s position in negotiations on joining the European Union.
Its provisions are primarily aimed at forming a modern, transparent, competitive and effective public procurement system that meets the needs of the state in the conditions of martial law, post-war reconstruction of Ukraine, as well as the international obligations of our state.
According to the explanations of the Ministry of Economy, Environment and Agriculture, the new rules regulate the mechanism for dividing large purchases into lots, which will prevent large players from monopolizing orders and open access to large-scale tenders for small regional companies.
In addition, businesses will for the first time have the opportunity to submit alternative tender proposals, offering their own technologically better or more profitable solutions. The document also normalizes relations with subcontractors and modernizes the use of framework agreements and dynamic procurement systems, which will allow companies to plan work in advance without constantly collecting documents from scratch.
In addition to supporting the internal market, the document is of key importance for Ukraine’s European integration, as it is aimed at implementing Directive 2014/24/EU.
“For partners, the adoption of the law is an indicator that the reconstruction of Ukraine is taking place according to the highest global standards of transparency. This will open the way to large-scale attraction of foreign investments, financing of reconstruction projects, where Ukrainian business will play a key role,” the ministry noted.
As reported, the Cabinet of Ministers approved amendments to the rules of public procurement aimed at increasing the efficiency of preparing communities for the challenges of wartime.
