Ukrainian business will receive clear deadlines for confirming the right to reserve military personnel – the government is preparing an updated procedure that significantly strengthens the requirements for companies and introduces additional control mechanisms. According to the Cabinet of Ministers, the new rules should eliminate abuse, ensure transparency of the process and synchronize the needs of the economy with the state’s mobilization plans. According to information from relevant departments, enterprises will have to submit updated lists of employees they want to reserve within a certain period and confirm that their activities meet the criteria of critical importance. It is not just a matter of formal submission of documents – companies must provide extended justifications for each position, including a description of functions, level of responsibility and impact on the continuity of production processes. In case of missing deadlines or submitting incomplete data, the reservation may be canceled automatically, without additional warnings.
Analysts note that the new requirements actually change the approach to booking. If previously the key factor was the company’s belonging to a certain category, now the emphasis is shifting to the functional need of a particular employee. This means that enterprises will have to carefully review their personnel lists and determine who really performs critical tasks and who was included in the lists “just in case”.
Separately, the government is tightening the requirements for updating information. Companies will be required to promptly report changes in the staff – dismissal, transfer, change of position or long-term absence of an employee. This should prevent situations when reserved persons do not actually work or do not perform the declared functions. According to experts, it was such cases that became one of the reasons for revising the rules.
Economists emphasize that the new order may have a double effect. On the one hand, it will allow the state to more accurately determine which enterprises are truly critical to the economy and the defense sector. On the other hand, business will receive an additional administrative burden, and companies will have to invest time and resources in preparing documents and internal audits.
Recall, the government is convinced that the updated reservation system will become more fair and effective. It should ensure a balance between the needs of the front and the economy, as well as minimize the risks when reservations are used as a way to avoid mobilization without real need.
