Ukraine adopts industrial development strategy until 2056

The Cabinet of Ministers of Ukraine has adopted the Strategy for the Development of Industries Based on Minerals and Components of Strategic and Critical Importance for the Period Until 2056. At the same time, government officials approved an operational plan of specific measures for its implementation for the next three years – during 2026-2028. As the PromPolitInform portal informs, this was reported by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine.

The adopted document establishes long-term approaches to the development of the domestic industrial sector and creates conditions for abandoning a purely raw material model in favor of creating industries with high added value.

According to Deputy Minister of Economy, Environment and Agriculture Yegor Perelygin, the strategy sets a clear development trajectory and will allow for better prioritization of key areas that require attracting foreign capital, new technologies and long-term contracts.

Key areas and solutions to systemic problems

The new government program is designed to eliminate chronic problems in the industrial sector, including outdated geological data, lengthy permitting procedures, staff shortages and infrastructure barriers.

The action plan is based on four main guidelines:

Investment projects: accelerating the launch and implementation of industrial facilities in the field of extraction and deep processing of critical raw materials.

World markets: full integration of Ukrainian business into global supply chains of strategic materials to reduce the risks of their shortage.

Competitiveness: optimizing internal costs of enterprises, modernizing logistics infrastructure, financing innovations and developing human resources.

Circular economy: extraction and reprocessing of useful materials directly from existing tailings dumps and accumulated waste from the mining and metallurgical industries.

The document was jointly prepared by specialists of the relevant ministry and experts from DiXi Group. The work was carried out to implement the general Plan of Priority Actions of the Government, as well as Ukraine’s international obligations within the framework of the Association Agreement with the European Union. It is expected that the implementation of the steps taken will strengthen the overall economic stability of the state during the recovery.
