The Ministry of Defence of Ukraine has simplified the mechanism for rear procurement for the country's armed forces, enabling faster delivery of fuel, food, and clothing. The respective changes were approved in the updated Instruction on Rear Procurement Planning. The new rules eliminate bureaucratic obstacles caused by market price fluctuations. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
Previously, the defence ministry had to approve the list of rear goods and their prices before each procurement procedure. Due to the lengthy approval process, market prices often changed in the meantime, forcing officials to re-approve the entire list and delaying deliveries to the military.
Deputy Minister of Defence of Ukraine Mstyslav Banik noted that the ministry’s priority is the timely supply of quality goods to the military at the best price. According to him, the new mechanism prevents artificial price inflation and the inefficient use of budget funds.
New rules for purchasing fuel and lubricants
For fuel, the mandatory re-approval of the list in case of market price changes has been completely cancelled. Now, petrol, diesel, and aviation kerosene can be purchased immediately at current market prices without bureaucratic delays.
When calculating fuel costs, specialists will consider current stock exchange quotations and international indicators, such as Platts and ARGUS. This will allow for a rapid response to price fluctuations on global and domestic markets.
Safeguards for other rear goods
For other rear supplies, such as clothing and food, a price safeguard has been introduced. The expected value in a tender cannot exceed the estimated value from the initial list by more than 10%.
This limitation will allow suppliers to participate in tenders while preventing artificial price hikes. The price difference will be covered through savings achieved on the procurement of other goods or services.
Recently, military units also transitioned to digital accounting of fuel and lubricants. Thanks to the Logistics Management System, the processing time for fuel requests has been reduced to just a few hours.
