Law enforcement officials issue suspicion notice to Russian 234th Regiment captain for execution of civilian in Bucha

The Main Investigative Department of the National Police announced a suspicion notice to Russian captain Yevgeniy Plyusnin on August 14. He is accused of ordering the murder of a civilian in Bucha in 2022.

This was reported by Russian Torturers citing the National Police of Ukraine, according to the portal PromPolitInform.

The investigation established that Yevgeniy Plyusnin, who at the time of the crime commanded the 5th Company of the 2nd Battalion Tactical Group of the 234th Air Assault Regiment of the Russian Armed Forces, was present in Bucha from February 27 to March 30, 2022. The commander’s identity was confirmed with the assistance of specialists from the Defence Intelligence of Ukraine.

Circumstances of the war crime

On March 5, 2022, subordinates of the Russian captain detained an unarmed local resident on Yablunska Street. The man was brought before Plyusnin, who then issued an order to execute him.

One of the officer’s subordinates escorted the civilian to a house on Leonid Kadenyuk Street and fired at least eight shots from an automatic weapon. The victim died at the scene, and his body was later found in a mass grave.

Legal qualification

Plyusnin’s actions are classified under Part 2 of Article 438 of the Criminal Code of Ukraine as a violation of the laws and customs of war combined with premeditated murder. According to the Rome Statute, such acts are considered war crimes.
