Candidate for the position of Minister of Defence Yevheniy Khmara emphasized the need to develop a systemic approach to mobilization measures. Decisions on them will be based on a strategic vision of the war, which is being shaped in cooperation with the military leadership. This was reported by Ukrinform, according to the portal PromPolitInform.
According to the candidate for the ministerial post, the primary element of the reform should be ensuring proper service conditions and respectful treatment of personnel. Other critical factors include equipment, professional training of soldiers, and subsequent armaments supplies.
Strategic planning of ZSU operations
Khmara noted that the concept of combat operations is currently being finalized. The corresponding plan is being developed in close cooperation with the General Staff and the Commander-in-Chief of the Armed Forces of Ukraine.
Once internal review is complete, the document will be presented to the Supreme Commander-in-Chief. The President of Ukraine will analyze the proposed steps before making final decisions regarding the development of the defence sector.
Personnel changes in the defence department
The procedure for appointing a new head of the Ministry of Defence began following the resignation of the previous Cabinet of Ministers in July. Previously, Yevheniy Khmara served as acting minister and held the position of Deputy Minister of Defence.
The nomination for his approval to the ministerial post was submitted to parliament on August 18. The following day, the government decided to dismiss the official from his previous position as deputy minister.
