On September 16, 2026, the Main Investigative Department of the National Police served notice of suspicion to two Russian prison guards from the federal state institution “Correctional Colony No. 1 of the Department of the Federal Penitentiary Service for Tula Oblast” who tortured Ukrainians.
The perpetrators were identified with the assistance of analysts from the Main Directorate of Intelligence of the Ministry of Defence of Ukraine.

What is known about the perpetrators
Aleksei Vyacheslavovich Kochetov (https://russian-torturers.org/profile/13626) (born February 28, 1988) is a native of Donskoy, Tula Oblast, Russia.
Yevgeniy Alekseevich Myasnikov (https://russian-torturers.org/profile/13625) (born January 29, 2000) is a native of Donskoy, Tula Oblast, Russia.
At the time of the crime in 2022, both held positions as junior inspectors at strict regime penal colony No. 1 in Tula Oblast, located in Donskoy, 240 km from Moscow and 640 km from Kharkiv. In this prison, Russians hold Ukrainian citizens—prisoners of war and civilians.
Circumstances of the crime
Kochetov and Myasnikov, along with other colony staff and special forces personnel, systematically subjected civilian detainees to physical and psychological violence motivated by hatred toward Ukrainians.
Their victims were at least four men detained in March 2022 in Kyiv Oblast.
The torture began as soon as the people were brought to the colony. During the so-called admission process, they were forced to run through a line of prison guards, each of whom tried to strike the prisoner with hands, feet, rubber batons, plastic pipes, or electroshock weapons.
The beatings continued even during the subsequent convoy to the cell.
The prison guards forced their victims into uncomfortable positions—facing the wall with legs wide apart, head pressed down, and palms turned outward—while beating them with hands and feet wherever they could reach. The victims lost their balance and consciousness from the blows and fell to the floor, after which they were forced to stand up and the beatings continued.
Kochetov also forced victims into a front plank position, struck them in the face with his palms and on the torso with his feet, and stepped on the back of a victim lying on the floor.
Myasnikov forced one of the victims to hang onto a metal grille, punched him in the stomach, and after the man jumped down, shocked him with a taser in the leg and neck.
The prisoners were beaten for the slightest reasons or for no reason at all. Myasnikov beat one man with a baton and a taser because he noticed through the video surveillance system that the man was smiling. Another was beaten for dressing slowly while running out of the shower room for a walk.
Suspicion
Kochetov and Myasnikov are incriminated under Part 1 of Article 438 of the Criminal Code of Ukraine—mistreatment of the civilian population.
Their actions seriously violated the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War and Additional Protocol I, and constitute a war crime under the Rome Statute of the International Criminal Court.
The criminal proceedings were entered into the Unified Register of Pre-trial Investigations under No. 42023000000000055 dated January 23, 2023.
