Propaganda hubs used for espionage and destabilisation continue to operate globally
Ukrainian Foreign Minister Andrii Sybiha has advocated for the complete closure of the Russian cultural centre network known as Rossotrudnichestvo and the "Russian House." The diplomat described them as tools of disinformation and espionage that pose a threat to the national security of European nations. This was reported by RBC-Ukraine (Сергій Козачук), according to the portal PromPolitInform.
The Foreign Minister noted that the current conflict involves an active battle for worldviews, in which the Russian Federation uses an extensive system of influence. According to the official, covert work aimed at undermining stability in Europe is being carried out under the guise of cultural activity.
The Ukrainian Foreign Ministry has already submitted relevant requests to the governments of other countries. These documents provide arguments for ending the operations of such institutions and recognising them as sources of danger.
Geography of Russian centre activities
Andrii Sybiha welcomed recent measures taken by the authorities in Berlin, where one such facility was shut down. However, as the minister pointed out, the network remains active in many regions around the world.
According to ministry data, these structures continue to operate in at least seven European nations. In several countries, they are directly integrated into Russian diplomatic missions, making their activities less visible to local security services.
Furthermore, a large-scale presence of such influence tools is recorded in countries across South America, Asia, and Africa. They actively disseminate narratives aimed at strengthening military propaganda.
Diplomatic initiatives and sanctions
It should be recalled that Kyiv has recently been increasing its efforts in sanctions policy. Specifically, in September 2026, the government welcomed the introduction of new restrictions against the Russian Federation by the United States following the decision by President Donald Trump.
The Ukrainian side has also confirmed its readiness to participate in new international initiatives from Washington. This applies, in particular, to proposals regarding an energy truce, which Andrii Sybiha stated Kyiv would work to implement.
