Physical import volumes of plants for the same period increased by only 7.2%
The State Customs Service of Ukraine reported that budget revenues from flower imports reached over 1 billion UAH during the first eight months of 2026. This figure is more than double the result of the same period last year. This is reported by the portal PromPolitInform, citing information from the State Customs Service of Ukraine.
In 2025, from January to August, customs authorities recorded revenues from floral imports at 469.2 million UAH. The significant increase in financial performance this year occurred against the backdrop of a minor rise in physical import volumes, which grew from 21.8 thousand tons to 23.3 thousand tons, marking a 7.2% increase.
Changes in the import structure
The positive fiscal outcomes resulted from efforts to combat manipulation in customs valuation. The agency implemented a series of organizational measures that allowed for shifting the structure of supplies, which previously showed signs of undervaluation.
The commodity nomenclature structure underwent significant changes. The share of decorative plants in the total weight of imported products decreased from 77.4% to 46.2%. Conversely, the share of cut flowers increased from 5.6% to 33.8% in the reporting period of 2026.
Dynamics of popular supply categories
The most notable growth was recorded in the cut flowers category; specifically, rose import volumes increased from 175 tons to 3,973 tons. Chrysanthemum supplies grew from 188 tons to 1,526 tons during the specified period, while other types of cut flowers rose from 436 tons to 1,556 tons.
This shift from hidden declaration schemes to transparent processing of these items secured an additional 506.7 million UAH for the state budget. These results confirmed the effectiveness of systematic efforts to reduce the shadow economy in foreign trade, and customs officers are applying similar approaches to other high-risk product groups.
