The state covers the difference, reducing the leasing rate to 5 percent per annum
The Ministry of Defence of Ukraine is implementing a concessional financial leasing program for defense-industrial complex enterprises, having signed the first 26 contracts totaling UAH 91.2 million. The maximum funding amount under a single contract is UAH 500 million, with a term of up to five years. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The financial instrument was designed to help weapon manufacturers rapidly upgrade their material and technical base without excessive financial burden. Under this state program, enterprises attract machinery, technological equipment, automation tools, and transport required for production.
Deputy Minister of Defence of Ukraine Hanna Hvozdiar noted that for manufacturers, the issue is not only having orders, but also how quickly they can expand capacities to fulfill them. Purchasing new equipment requires significant funds immediately, and concessional leasing is meant to reduce this exact barrier, allowing enterprises to start utilizing the tool.
Five percent rate and payment deferral
State support reduces the enterprise’s actual expenses for paying the lessor’s remuneration to 5% per annum, with the state compensating the difference. The contract may also provide for a deferral of lease payments for a period of up to 12 months.
Enterprises that hold the status of critically important in the field of the defense-industrial complex on the date of contract conclusion are eligible to use the program.
Launch of the mechanism and addition to lending
The state support mechanism for financial leasing to defense enterprises was introduced in December 2025 by a decision of the Cabinet of Ministers of Ukraine. Developed by the Ministry of Defence of Ukraine, the program was introduced as an addition to concessional lending to give manufacturers the opportunity to attract equipment, transport, and other fixed assets under preferential financial conditions.
