The ministry has issued a directive requiring funds to be paid until the official confirmation of death
The Ministry of Defence of Ukraine has ordered military units to continue monetary support for missing personnel until a legal basis for termination occurs. Previously, some units incorrectly stopped payments immediately following body identification procedures. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The ministry emphasized that the identification procedure is not a legal ground to stop financial obligations to soldiers’ families. Henceforth, payments must only be terminated upon a court decision declaring a person missing or an official death record.
Regulation of military payments
These instructions were set out in a specific directive No. 4264/ud dated September 23, 2026, which has been distributed to all military management bodies and institutions. As Deputy Minister of Defence of Ukraine Liubov Halan explained, this document aims to eliminate inconsistent practices where families were deprived of financial support before official procedures were concluded.
Legislation clearly states that a soldier’s monetary allowance is paid based on a unit commander’s order. These funds must continue to reach relatives until the date the individual is officially removed from the unit’s personnel lists. The death record or a court decision are the documents that conclude this process according to Cabinet of Ministers Resolution No. 884.
Next steps for the Ministry of Defence
The next stage for the ministry will be updating Order No. 280. These changes will establish the rule that removing a serviceman from personnel lists due to death is only possible with a corresponding death record.
The ministry also reaffirmed its decision not to appeal court verdicts in cases involving the families of fallen and missing soldiers. This step will significantly accelerate the processing of social guarantees and due payments for the families of military personnel.
