In 2025, Ukraine's ferrous scrap exports increased by 53%
The European Business Association has appealed to the Cabinet of Ministers and the Ministry of Economy demanding to maintain a zero quota on scrap metal exports from January 1, 2026. Businesses insist on preserving current restrictions for 2027 or introducing an export duty of 180 euros per ton. This was reported by UAprom citing European Business Association, according to the portal PromPolitInform.
Market participants consider it necessary to extend current restrictions due to military actions, destruction of energy infrastructure, and urgent recovery needs. Raw materials are essential for ensuring stable operations of Ukrainian metallurgical enterprises and meeting defense requirements.

Over the past year, the volume of ferrous scrap exports abroad increased by 53% compared to the previous period, reaching 448.68 thousand tons. According to businesses, easing current restrictions could trigger a surge in foreign supplies and a severe shortage of raw materials for domestic manufacturers.

Internal processing of scrap metal in Ukraine generates added value, supports jobs and tax revenues, and supplies material for steel production. Using scrap also helps reduce energy consumption and carbon dioxide emissions during steel manufacturing, which becomes increasingly important under the EU CBAM mechanism.
