Ukraine and the European Commission have identified the means to cover the state’s budget and defense needs for 2026. According to Censor.NET and the PromPolitInform portal, this is outlined in a joint statement by the European Commission and Ukraine.
The parties confirmed the necessary decisions to ensure the timely receipt of these funds.
Financing plans for 2027
For 2027, the partners agreed to allocate €45 billion as soon as possible under the Ukraine Loan Cooperation Mechanism, subject to established conditions.
The parties will also begin work on identifying additional budget and defense needs.
Commitments of international partners
All parties agreed that other partners must also fulfill their financial commitments and step up their efforts, given the significant challenges facing Ukraine.
Meetings will be held monthly to coordinate joint efforts.
EU financing programs
As previously reported, the European Commission is preparing to announce a new call for proposals regarding the use of remaining funds from the SAFE defense loan program, ranging from €10 billion to nearly €20 billion. European Union countries will be able to allocate a portion of these funds to joint projects with Ukraine’s defense-industrial complex.
Furthermore, the European Commission has submitted a proposal to the Council of the EU to provide Ukraine with €3 billion as the eighth tranche under the Ukraine Facility.
Specifically, Ukraine could secure an additional $12.7 billion in international financial aid by the end of 2026. However, the receipt of these funds will depend on meeting partner requirements, including the adoption of necessary legislative changes by the Verkhovna Rada.
It is worth recalling that last year, the European Commission distributed €150 billion among 19 EU member states under the new SAFE financial security instrument. Poland, Romania, France, and Hungary are set to receive the largest amounts.
