Kyiv Increases Scholarships for Vocational and Higher Education Students

The capital will recalculate student scholarships starting from September 1

Kyiv City Council has adopted a decision to recalculate scholarships for students funded from the city budget. The payments will increase retroactively from September 1, 2026, in accordance with a government resolution. This is reported by the portal PromPolitInform, citing information from Kyiv City State Administration, based on data from Valentyn Mondryivskyi.

Kyiv City Council has adopted a decision on certain issues regarding scholarship provision for vocational, professional pre-higher, and higher education institutions. The document allows the capital to apply new standards approved by the Cabinet of Ministers of Ukraine resolution No. 1052 dated August 19, 2026. The changes apply to students whose education is funded from local budgets.

Funding in the Capital’s Budget

Expenditures for the updated payments from September to December 2026 have already been provisioned in the city budget. Due to existing resources, the adopted decision does not require additional spending and does not affect the city’s overall budgetary figures. Deputy Head of the Kyiv City State Administration Valentyn Mondryivskyi noted that the innovation allows educational institutions to recalculate payments from the beginning of the academic year.

Minimum Academic Scholarship Rates

The minimum academic scholarship for vocational education students increased from 1,250 to 2,500 hryvnias. For students in professional pre-higher education institutions, the amount rose from 1,510 to 3,020 hryvnias. Meanwhile, payments for higher education students were raised from 2,000 to 4,000 hryvnias.

Increases in Enhanced and Named Allowances

The growth also affected students eligible for enhanced academic scholarships. In vocational education, such payments increased from 1,826 to 3,738 hryvnias, in professional pre-higher education from 2,198 to 4,395 hryvnias, and in higher education from 2,910 to 5,820 hryvnias.

Social and Special Scholarships

Certain social and special scholarships also experienced a significant increase. In particular, the Presidential scholarship for professional pre-higher education students increased from 7,600 to 15,200 hryvnias. For higher education students, this payment grew from 10,000 to 20,000 hryvnias.
