Ministry of Defence and General Staff to Release UAH 15.6 Billion for Army Needs

Some military contracts will be canceled due to changing frontline dynamics

The Ministry of Defence of Ukraine, in cooperation with the General Staff of the ZSU, has reviewed planned and ongoing arms procurement. This decision will release UAH 15.6 billion. These funds will be redirected to cover the most urgent and high-priority needs of the Ukrainian military. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.

The joint decision was made following a comprehensive analysis of current agreements and planned defense contracts. Experts from both institutions assessed the relevance of planned deliveries against the current situation on the battlefield. As a result, certain procurements were identified as no longer critical or requiring revision.

Some of the active contracts will be terminated in accordance with applicable legislation. The defense ministry will also refrain from signing a portion of previously planned agreements. For other items, delivery volumes have been adjusted based on actual front-line requirements.

Reasons for Changing Procurement Priorities

Deputy Minister of Defence of Ukraine Mstyslav Banik noted that reviewing these agreements ensures more effective use of budget resources. It is vital for the military to constantly adapt procurement processes to the rapid changes happening on the battlefield.

Among the key reasons for the review is that the tactical and technical characteristics of certain weapons no longer meet current combat tasks. Additionally, some manufacturers lack the capacity to produce the planned quantities, or their products have not yet undergone official codification.

The review was also influenced by the fact that some military needs are already being met through partner-funded assistance. Furthermore, certain combat missions can now be accomplished using more cost-effective solutions, allowing the military to purchase them in larger quantities.

Supplier Relations and Logistics

Commander of the ZSU Logistics Forces Colonel Yuriy Pohribnyy emphasized that every hryvnia freed from outdated contracts must reach the troops as relevant weaponry where and when it is needed. For security reasons, the specific list of canceled items will not be disclosed.

The General Staff of the ZSU has finalized the list of procurements to be reviewed. The Ministry of Defence has already forwarded the necessary documentation to the Defence Procurement Agency to implement the decision.

Acting Director of the Defence Procurement Agency Artem Romanyukov stated that the agency is in active communication with all affected suppliers. Next steps for each contract will be determined individually, taking into account the current status of manufacturing and payments made.
