Military units will transfer soldiers' support profiles to veteran coordinators

The Ministry of Defence of Ukraine is developing a continuous support framework for military personnel and their families during the transition to civilian life. Assistance will be handed over directly from the military unit to a dedicated veteran support specialist prior to discharge. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine, based on data from Liubov Galan.

The new mechanism aims to ensure sustained guidance and support for service members without losing their primary point of contact. The ministry intends to prevent soldiers from facing administrative and social hurdles entirely alone after concluding their service.

The concept was presented during discussions with representatives of the Canadian Embassy. Defence officials stressed that systematic preparation for civilian reintegration must begin well before discharge while the service member is still on active duty.

Transition of responsibilities from units to civilian coordinators

“Preparation for the transition to civilian life should begin before discharge. The military unit must help resolve matters within its responsibility, compile information about the individual’s needs, and, with the soldier’s consent, transfer it to a veteran support specialist,” stated Deputy Minister of Defence Liubov Galan.

Military units address service members’ needs throughout active duty via dedicated social support teams. Before discharge, units finalize financial settlements and administrative documentation, transferring the gathered information to a veteran support specialist once the soldier consents.

Following demobilisation, the veteran support specialist becomes the main point of contact for the individual and their family. The specialist does not duplicate institutional roles but coordinates necessary actions across relevant social and administrative agencies.

Interagency coordination and international involvement

The designated coordinator will oversee various areas of veteran welfare, including psychological assistance, medical rehabilitation, housing access, education programs, job placement, and statutory compensation payments.

Military units retain the option to stay in contact with former personnel for community ties or internal service inquiries. However, brigades will not manage individual civilian support cases once official discharge documentation is concluded.

In parallel, international collaboration continues as Canada spearheads the establishment of a multi-donor Veteran Support Fund. Partners are conducting consultations on key needs to ensure donor contributions effectively supplement Ukrainian state initiatives.
