Pensioners and veterans may receive only one type of state aid for utilities
Citizens entitled to either utility discounts or housing subsidies must choose only one of these support options. Simultaneous accrual of both types of utility bill assistance is not permitted by current legislation. This was reported by RBC-Ukraine (Юлія Капітонова), according to the portal PromPolitInform.
A discount is a fixed reduction in costs, the size of which depends on an individual’s legal status or family income level. Conversely, a subsidy is targeted assistance influenced by the household’s total income and asset status.
Pensioners lacking privileged category status do not receive automatic discounts on utility bills. If they have low income, such individuals may apply exclusively for a housing subsidy.
Income threshold for discount recipients
For certain privileged categories, eligibility for a discount depends directly on financial status. In 2026, the average monthly income per family member must not exceed 4660 UAH. If this threshold is exceeded, applying for a subsidy is more appropriate, according to the Pension Fund of Ukraine.
Specific rules apply to veterans, allowing them to receive discounts regardless of family income. Combatants are entitled to a 75% discount, individuals with disabilities resulting from the war to 100%, and families of fallen defenders to 50%.
Processing and calculating assistance
It is important to remember that discount percentages are applied only within established social consumption and housing standards. Therefore, the actual savings amount may be lower than expected, depending on actual utility bills.
Before submitting documents via the Pension Fund of Ukraine web portal, experts recommend calculating both options. The choice should be based not only on the discount percentage but also on family composition, total utility expenditures, and current regulations.
