Nearly €60 billion from the credit package will be allocated for defence needs
The Ministry of Defence of Ukraine held talks with a delegation from the European Commission and the European External Action Service on oversight mechanisms for the Ukraine Support Loan. The parties discussed defence funding priorities for 2027 and joint arms production. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
Representatives of the Ukrainian defence ministry met with a joint mission from the EC Directorate-General for Defence Industry and Space and the European External Action Service. The EU delegation was led by Gerald Ruijters, Deputy Director-General of DG DEFIS. The discussions focused on verification mechanisms, cooperation under the EU-Ukraine Defence Industrial Pact, and current military requirements.
Deputy Minister of Defence for European Integration Serhiy Boiev presented Ukraine’s defence sector funding needs for 2027 to European partners. Key priorities include expanding domestic production of FPV drones, as well as middle strike and deep strike unmanned systems, which play an increasingly critical role on the battlefield.
Joint Ventures and Defence Industry Integration
Deputy Minister of Defence Hanna Hvozdyar outlined the capability of Ukraine’s defence industrial complex. Meeting participants detailed plans for implementing the EU-Ukraine Defence Industrial Pact, the Drone Deal initiative, and the establishment of joint manufacturing ventures with European partners.
“We are actively working with European partners and striving for concrete results for both sides. Joint production is the key to strengthening Ukraine’s defence capabilities today and Europe’s security in the future,” Hanna Hvozdyar emphasized.
The officials also addressed the further integration of the Ukrainian defence sector into the EU defence-industrial ecosystem, expanding industrial cooperation and building a long-term strategic partnership.
Procurement Transparency and EU Business Engagement
Deputy Minister of Defence Mstyslav Banik and acting Director of the Defence Procurement Agency Artem Romaniukov discussed verification procedures and procurement accountability with the EU delegation. Main priorities include amending procurement legislation and moving tenders to competitive digital platforms.
“We see growing competition, market expansion, and significant cost savings. A portion of the tenders has already been completed successfully, and deliveries to the military have begun,” Mstyslav Banik stated.
Artem Romaniukov noted that the Defence Procurement Agency employs a risk-based approach when auditing contractors. Furthermore, European defence firms showed increased interest in 2026 by directly participating in competitive tenders organized by the agency.
