Parliamentarians did not support the payout cap for public sector employees during the 2027 budget review
On Wednesday, the Verkhovna Rada rejected an amendment to the 2027 state budget draft that proposed limiting the monthly income of civil servants to 80 thousand hryvnias. Only 157 members of parliament voted for the resolution, falling short of the required 226. This was reported by Economichna Pravda, according to the portal PromPolitInform.
The review of amendments took place as part of the preparations for adopting the country’s primary financial document. The initiative aimed to establish a financial cap for employees of government bodies, local self-government, and budget-funded institutions.
Details of the proposed restrictions
According to the text of the rejected amendment No. 1003, the 80,000 UAH limit was intended to cover a wide range of officials. This included members of parliament, judges—specifically those of the Constitutional Court—representatives of the High Council of Justice and the High Qualification Commission of Judges, as well as prosecutors and employees of the National Bank of Ukraine.
The authors of the initiative noted that an exemption would apply only to those directly involved in the defense of Ukraine and repelling the armed aggression of the rf. The Cabinet of Ministers of Ukraine would have been responsible for defining the specific categories of positions to which these austerity measures would not apply.
Other rejected amendments
During the same session, parliamentarians rejected amendment No. 611 regarding plea agreements. It sought to prohibit the practice of obliging defendants to make payments to third parties. Under this document, funds were to be directed exclusively to the state budget or used for damages compensation in civil lawsuits.
It is worth noting that on October 27 of this year, the Verkhovna Rada supported the conclusions and proposals for the 2027 State Budget draft in the first reading. In total, over 5,000 amendments were submitted to the document, and their consideration continues in the session hall.
