Anatoliy Lozynskyi notified of suspicion for war crimes in Donetsk region

The occupational MGB investigator tortured civilians with electric shocks and death threats

On October 23, 2026, the National Police of Ukraine served a notice of suspicion for violating the laws and customs of war to Makiivka native Anatoliy Lozynskyi. While serving as an investigator for the so-called DPR Ministry of State Security, he was involved in extracting testimonies from civilians. This was reported by Book of Torturers, according to the portal PromPolitInform.

During the pre-trial investigation, law enforcement officers linked the suspect to three episodes of abusing detained Ukrainians between 2015 and 2017. The suspect, born on January 1, 1983, used physical force and psychological threats to extract confessions for fabricated crimes, specifically “espionage” and “terrorism.”

Methods of extracting testimonies

The first documented case occurred in May 2015 in Horlivka. Following severe beatings and torture with boiling water, the victim was coerced by Lozynskyi’s threats into signing false confessions.

The second episode dates back to February 2017, when a civilian was abducted in Donetsk and held at the illegal “Izolyatsia” prison. During interrogations, the investigator intimidated the prisoner with execution and further torture, forcing him to testify against himself until June of that year.

Direct participation in torture

A third incident was recorded in July 2017, when a civilian detained at a checkpoint in Olenivka was subjected to electric shock torture. Investigators claim that Lozynskyi personally ordered subordinates to use violence against the man.

The collaborator’s actions are classified under Part 1 of Article 438 of the Criminal Code of Ukraine as cruel treatment of the civilian population committed by a group of persons. Such actions violate the IV Geneva Convention, which guarantees the protection of civilians during armed conflicts.
