Russian occupation administration seizes over 500 Ukrainian resorts on the Azov Sea

At least 77 resort properties have already been placed under the control of Russian firms

Russian occupation authorities have designated at least 521 hotels and holiday camps on the Azov Sea coast as ownerless. A significant portion of this property has already transitioned to the management of Russian business interests. This was reported by Economichna Pravda citing Reuters, according to the portal PromPolitInform.

As part of the property seizure mechanism, the occupiers utilized a procedure introduced in 2022. Owners were given only three days to appear in person before the occupation authorities with property deeds and passports, a requirement that was physically impossible for many Ukrainians who had evacuated due to active combat operations.

In the absence of owners, properties were automatically classified as ownerless, clearing the way for their expropriation. In total, at least 20 resort complexes have been placed under the control of Russian state entities.

Seizure of hotels in Kyrylivka

The hotels Admiral and Perlyna Tavrii in Kyrylivka are examples of this practice. The former owners of Perlyna Tavrii confirmed they did not consent to a change in management or the operation of their asset by the occupation authorities.

According to Russian corporate registries, operational management of this hotel during 2023–2025 was conducted by a firm belonging to the son of the head of the Russian-appointed occupation administration of Zaporizhzhia Oblast, Yevhen Balytskyi.

Utilization of tourist infrastructure

Advertising campaigns for the seized properties are conducted through Russian travel services and social media platforms. Specifically, an analysis of proposals from one Russian tour operator revealed ten hotels previously placed on expropriation lists.

Despite active promotion, not all facilities are operational. In July, attempts to book rooms at the Admiral hotel resulted in a notification that the establishment had not opened for the 2026 summer season.
