Defence Ministry and General Staff Publish Draft Social Support Concept for Soldiers

Support Centres for military families will be set up at territorial recruitment centres

The Ministry of Defence of Ukraine, together with the General Staff of the ZSU, has presented a draft Concept for Social Support of Servicemen and Their Families for public discussion. The document provides a guaranteed basic level of assistance for every soldier regardless of their place of service. Comments and proposals on the draft are accepted until 13 November 2026. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine, based on data from the General Staff of the Armed Forces of Ukraine.

The new model is designed to replace the current approach, which mostly focuses on responding to difficult circumstances after they arise. The proposed changes aim to standardise support services, as current assistance often depends on the resources of a specific military unit or region.

Under the new mechanism, the unit’s support service will act as a coordinator. Specialists will assess the soldier’s needs, engage the required departments, and track issues until they are resolved. If necessary, they will also facilitate interaction with other state bodies.

Support for Families and Veterans

For relatives of military personnel, the draft foresees establishing Support Centres at territorial recruitment centres (TCC and SP). These centres will act as a single point of contact throughout the serviceman’s period of service, offering consultations and help with paperwork.

Access to information and services will be streamlined via hotlines and digital tools. After completing service, support will transition into the civilian veteran care system, ensuring seamless integration without losing contact or forcing veterans to restart their search for aid.

Discussion and Implementation Standards

The draft concept has already been presented to civil-military cooperation experts from operational commands, brigades, corps, training centres, and recruitment offices. A total of 172 military representatives participated in preliminary discussions.

“It was important for us to hear their feedback and take their suggestions into account before finalizing the concept that will reshape their daily work,” said Deputy Minister of Defence of Ukraine Lyubov Galan.

The dedicated support units will not replace civilian authorities or deliver services managed by other agencies. Their main goal is to guide personnel through processes, cut red tape, and establish consistent standards through digital tools and specialized staff training.
