The founding agreement on the establishment of the new bank is to be signed on November 30
Ukraine, Canada, and seven other states plan to establish the Bank for Defense, Security, and Resilience. The signing of the founding document is scheduled for November 30, 2026, and the launch of the structure is planned for 2027. This was reported by Minfin citing Danylo Hetmantsev, according to the portal PromPolitInform.
The new financial institution aims to raise about 100 billion euros to support defense projects of the participating states. It is planned that the organization will provide loans to governments and arms manufacturers, as well as issue guarantees to facilitate access to lending for small companies.
For Ukraine’s defense-industrial complex, such investments are of critical importance to increase the production volume of military equipment and fulfill military orders. At the same time, small enterprises often lack their own resources to scale their activities and attract the necessary capital.
Access to financing
MP Danylo Hetmantsev emphasized the importance of ensuring that the newly created bank’s resources are open not only to large corporations, but also to small Ukrainian manufacturers of technological solutions. The mentioned amount of 100 billion euros is the total planned volume of fundraising for the defense needs of all partner countries, rather than a direct inflow into Ukraine’s state budget.
Specific conditions for providing resources and the procedure for the participation of Ukrainian enterprises will be determined by the final model of the financial institution’s operation. Crediting and guarantee mechanisms will help domestic developers purchase equipment and open new production lines.
