Heat supplies will begin with social facilities and hospitals
The 2026-2027 heating season in Odesa will begin on November 9, with hospitals, educational institutions, and other social infrastructure facilities receiving heat first. The relevant decree was signed by the mayor on November 4, 2026, under number 818. This was reported by RBC-Ukraine (Тетяна Веремєєва), according to the portal PromPolitInform.
The process of launching centralized supply systems will be implemented gradually. This task has been assigned to the specialized municipal utility, city departments, and district administrations.
The specialized thermal power plant, housing cooperatives, and associations of apartment building co-owners will also be encouraged to join the phased launch. Control over the supply of heat carriers will cover all residential and administrative buildings in the city regardless of their subordination.
Reports and resource provision
Heat supply enterprises must report daily to the city department on the parameters of heat sources and actually produced heat volumes. At the same time, water, electricity, and gas suppliers must provide heat sources with water, electricity, and natural gas respectively.
In other regions of the country, the connection of residential buildings began at the beginning of the month. In particular, heat supply was launched in Kyiv, Cherkasy, Chernivtsi, and other cities starting November 2.
