Government ministries are drafting the bill to meet Ukraine Facility requirements
Ukraine must adopt a foundational law regarding the social housing stock by June 1, 2027. This legislative commitment is part of the international Ukraine Facility funding program. This was reported by RBC-Ukraine (Василина Копитко) citing Olena Shuliak, according to the portal PromPolitInform.
Currently, the relevant parliamentary committee is awaiting the draft law, which is being prepared by the Ministry of Communities and Territories Development together with the Ministry of Social Policy. Olena Shuliak, Chair of the Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning, stated that once the document is submitted to the Verkhovna Rada, it will be prioritized for prompt review.
International obligations and cooperation
Achieving these goals requires close coordination between agencies. In particular, the involvement of the Ministry of Economy, which acts as the national coordinator for the Ukraine Facility program, is essential. Olena Shuliak emphasized the critical nature of the tight deadlines for preparing and passing the legal framework.
Improving housing policy
In parallel, the parliament is working on a bill regarding the renovation of aging housing stock, which has already passed the first reading. While refining this document, legislators plan to implement the provisions of the European Affordable Housing Plan. The European strategy, approved in December 2025, focuses on more efficient resource use and regulating rental agreements.
Expert engagement
The parliamentary committee plans to involve industry experts in drafting the law. Olena Shuliak noted the committee’s openness to professional proposals aimed at fulfilling Ukraine’s international agreements. She remarked that the experience of European countries like the Czech Republic shows that housing strategies often remain ineffective without robust legislative support.
