The European Commission assessed Ukraine's progress in the energy sector over the past year as high
In the Ukraine 2026 Report, the European Commission highly praised the successes of the National Energy and Utilities Regulatory Commission (NEURC) in bringing Ukraine's energy markets into line with EU standards. The regulator received positive marks for implementing European rules and improving industry transparency. This is reported by the portal PromPolitInform, citing information from NEURC.
In the document released on November 4, EU specialists characterized the overall level of preparation of the Ukrainian energy sector as adequate, noting steady progress throughout the reporting period. Experts highlighted the Commission’s efforts to improve oversight of market operations and increase data transparency.
Key achievements of the regulator
One of the report’s main points was the successful work on energy market integration. Specifically, the Commission approved the necessary package of documents for implementing European standards in the electricity sector and designated a market operator, which brings Ukraine closer to interconnection with the European energy system.
The report pays significant attention to monitoring, where the regulator has strengthened control over wholesale energy market segments in accordance with REMIT requirements. In addition, the Commission resumed the publication of information important to market participants and adjusted price caps in certain segments.
Investment and governance
Beyond the work of the regulator itself, the European Commission positively evaluated changes concerning the broader energy environment in Ukraine. This includes the simplification of permitting procedures aimed at attracting capital into renewable energy sources.
More effective corporate governance measures at state-owned energy sector enterprises were also noted. NEURC continues its work on adapting national legislation to European Union requirements, which is a necessary condition for the full integration of the domestic market into the single EU space.
