Ukrainians Can Receive a Benefit for 100 kWh of Electricity: Who Is Eligible and How to Apply

In October 2025, an energy benefit program remains in effect in Ukraine, allowing certain categories of citizens to consume up to 100 kilowatt-hours of electricity per month free of charge or at a reduced tariff. The initiative is aimed at supporting socially vulnerable groups amid rising utility costs and in preparation for the heating season. This was reported by Pershyi Biznesovyi, according to the PromPolitInform portal.

Eligible beneficiaries include combat veterans, persons with disabilities, large families, pensioners living alone, as well as internally displaced persons and residents of de-occupied territories. The benefit applies to one household at the place of registration.

To take advantage of the program, applicants must first verify their status in the benefits registry via the Pension Fund portal or contact a local Administrative Service Center (CNAP). They must then submit an application to their electricity supply company and provide supporting documents. Once approved, the benefit is applied automatically on a monthly basis.

It is noted that if electricity consumption exceeds 100 kWh, the excess volume is charged at the standard tariff. The benefit cannot be combined with other compensation programs but may be used alongside a housing subsidy.
