Law on Multiple Citizenship Comes into Force in Ukraine

The law on multiple citizenship has come into force, the Verkhovna Rada reported on Telegram, as conveyed by the PromPolitInform portal.

Under the new law, Ukrainian citizens may obtain citizenship of other states from a list determined by the Cabinet of Ministers of Ukraine. Citizens of countries approved by the Ukrainian government will also be able to acquire Ukrainian citizenship by meeting the general requirements and passing the relevant examinations.

For foreigners serving in the Armed Forces of Ukraine under contract, one year of service during martial law is sufficient to qualify for Ukrainian citizenship. Relatives of servicemen who have died or are currently serving to defend Ukraine will be able to obtain citizenship under a simplified procedure.

As previously reported, the Verkhovna Rada adopted the law on multiple citizenship on June 18, 2025.

The law provides for the legalization of foreign citizenship as well as the right to acquire foreign citizenship without renouncing Ukrainian citizenship.

According to the law, citizens of other countries may become Ukrainian citizens based on ethnic origin through an expedited procedure. It also introduces a simplified procedure for acquiring citizenship in cases where a foreigner serves in the Ukrainian military. At the same time, the law prohibits multiple citizenship for civil servants and judges.

Under the legislation, a person who holds a passport of another state but is a citizen of Ukraine is recognized within Ukraine solely as a Ukrainian citizen.
