The Verkhovna Rada allowed the mandatory evacuation of children from the territories of hostilities

Верховная Рада Украины приняла во втором чтении как закон правительственный законопроект по урегулированию вопроса проведения обязательной эвакуации (реестр № 12353).

The Verkhovna Rada of Ukraine adopted in the second reading as a law a government bill to resolve the issue of mandatory evacuation (register No. 12353).

This was announced by Deputy Minister of Internal Affairs of Ukraine Bogdan Drapyat, informs the portal l PromPolitInform with reference to the Department of Communication of the Ministry of Internal Affairs.

“This is a long-overdue legislative initiative in view of the need to improve legislation in the field of evacuation of civilians from the areas of military (combat) operations, in particular children, people with disabilities, elderly people and other categories of the population, especially during the full-scale war of Russia against Ukraine,” Bogdan Drapyy said.

The main provisions of the adopted Law:

1. The decision to conduct mandatory evacuation of the population from settlements located in the territories of active or possible military (combat) operations is made by the military administrations at the suggestion of the military command in the relevant territory.

2. Mandatory evacuation of children is carried out together with one of the parents, the person replacing them, or another legal representative and is carried out by guardianship and guardianship authorities with the involvement of the National Police to ensure public safety and order.

3. The decision on the mandatory evacuation of children by force is made by the military administrations at the suggestion of the military command and in coordination with the Coordination Headquarters for evacuation measures.

4. If the settlement is located on the territory of active hostilities and parents refuse mandatory evacuation of children, evacuation to safe areas is carried out by the National Police with the subsequent transfer of children to guardianship and guardianship authorities in safe areas.

5. in the territories from which mandatory evacuation is carried out, restrictions may be imposed on the order of entry (entrance) and stay.

The Deputy Minister of Internal Affairs of Ukraine noted that for more than a year this bill passed the procedures for coordinating and searching for optimal security mechanisms, primarily for those categories of persons who, due to age, cannot independently take care of their own security.
