Ukraine’s aid level in 2025 has become stable in Europe – study

Military aid to Kyiv increased by 67%

Although the United States cut aid to Ukraine by 99% in 2025, the overall amount of support remained at the level of previous years. This was made possible by a sharp increase in Europe’s contribution, according to Bild, citing a study by the Kiel Institute. This was reported by Zn.ua, as reported by the portal PromPolitInform .

In 2025, European military aid to Ukraine increased by 67%. From 2022-2024, such support amounted to approximately 17-18 billion euros per year, and in 2025, it will reach 29 billion.

At the same time, financial and humanitarian support also increased significantly – by 59%. Overall, Europe has provided €39 billion in such aid to Ukraine, of which Kyiv received €35.1 billion through EU institutions.

Germany provided the largest amount of support, with €9 billion. Berlin also purchased €600 million worth of weapons for Ukraine through the PURL program. Following Germany are:

The United Kingdom – €5.4 billion;

Sweden – €3.7 billion;

Norway – €3.6 billion;

Denmark – €2.6 billion.

“In military aid, the gap between Northern and Southern Europe is widening. Northern Europe provided approximately 33% of European military aid in 2025, despite accounting for only 8% of the GDP of the 31 donor countries. Southern Europe, by contrast, contributed only 3% of military aid, despite accounting for 19% of European GDP,” the journalists noted.

As a reminder, the EU’s top diplomat, Kaja Kallas, stated that she would propose a list of concessions that Europe would demand from Russia as part of a settlement to the war. She emphasized that conditions should be set for the Russians.
