Funds found to increase salaries for teachers and social workers: details

The Cabinet of Ministers adopted a resolution, “Certain issues related to the remuneration of employees of public institutions in 2026.”

To ensure timely payment of increased salaries to teachers and social workers, the Cabinet of Ministers adopted a resolution, developed by the Ministry of Finance, “Certain issues related to the remuneration of employees of public institutions in 2026.” Dengi.ua reported this, citing the press service of the Ministry of Finance. It is noted that the Ministry has proposed ways to ensure this solution: remuneration for these categories of employees has been prioritized when allocating funds from certain additional subsidies from the state budget to local budgets, and cooperation between regional authorities, relevant ministries, and local governments has been coordinated to prevent arrears.

The document states that in 2026, funds from certain additional subsidies from the state budget to local budgets will be prioritized for the salaries of employees of public institutions, including those of territorial communities in temporarily occupied, deoccupied, and other affected territories, as well as in areas where military action is ongoing.

Thus, the funds will primarily be used for the salaries and accruals of:

teaching staff of general secondary education institutions;

research and teaching staff of vocational higher and higher education institutions;

employees of social and rehabilitation service providers.

It is also noted that the government’s decision provides the budgetary preconditions for the implementation of an increase in the salaries of teachers and employees of social institutions, effective January 1, 2026, and takes into account the need to implement Cabinet of Ministers of Ukraine Resolutions No. 1749 and No. 1750 of December 26, 2025, on the salaries of the relevant categories of employees.

At the same time, the Ministry of Finance, within its purview, will monitor local budget execution and coordinate interactions with regional military administrations to ensure budget balance and timely payments.

As previously reported, energy sector workers will receive an annual Cabinet of Ministers bonus of 50 awards of UAH 200,000 each.

In addition, the government allocated UAH 3 billion for reforms of the “New Ukrainian School.”
