In 80% of cases, the perpetrators of Russian orders are local residents. This means that Russians are able to find perpetrators anywhere, but it’s easier in large cities.
Deputy Chief of the National Police of Ukraine Andriy Nebitov reported that 24 minors involved in terrorist attacks commissioned by Russian intelligence agencies have been identified in 2025. He stated this in an interview with Lb.ua, according to Korrespondent.net. PromPolitInform also reported.
Nebitov noted that 80% of the perpetrators are local residents, while only 20% traveled to neighboring cities. This means, according to him, that Russians are able to find perpetrators anywhere, but it’s easier in large cities.
Meanwhile, 85% of the perpetrators of these crimes and those involved in them have already come to the attention of law enforcement (in particular, for domestic violence). 50% were young people under 25.
“In 90% of cases, IEDs were used, detonated with electric matches. Both these and the components of the IEDs are household items,” added the deputy head of the National Police.
At the same time, last year, terrorist attacks involving 24 minors aged 14 to 17 were solved.
“Somewhere around the summer of 2024, we realized we needed to focus on prevention, so we reached out to schools, local governments, and the media and launched an information campaign. This was effective,” Nebitov noted.
As a reminder, the investigation into the terrorist attack in Lviv established the involvement of two women.
