Russians executed 337 Ukrainian prisoners – Lubinets in the UN Council

The Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets during a meeting of the UN Human Rights Council said that Russia has turned torture into state policy. According to the UN, more than 95% of Ukrainian prisoners of war are subjected to systematic torture.

This was stated by Ombudsman Dmitry Lubinets during an interactive dialogue with the Special Rapporteur on torture within the framework of a meeting of the UN Human Rights Council, informs the portal PromPolitInform.

In his speech, Lubinets stressed that Russia has turned torture into a state policy and uses it as a weapon.

According to the UN, more than 95% of Ukrainian prisoners of war are subjected to systematic torture. In addition, as of the end of 2025, 337 Ukrainian prisoners of war were deliberately and brutally executed by Russians.

Lubinets called on the international community to immediately increase pressure on Russia, ensure full documentation of each crime and bring those responsible to justice.

He stressed that this topic is critically important, and the world cannot stand aside.
