Pension indexation in 2026: who will receive less than the promised 12.1%

In 2026, the general level of pension indexation in Ukraine will be 12.1%, but not all citizens will feel this increase. For some pensioners, the conversion coefficient of payments will be significantly lower. This is reported by “On Pension“, the PromPolitInform portal reports.

According to the government resolution of February 25, 2026 (No. 236), the basic indexation coefficient was approved at 12.1%. However, this indicator applies exclusively to the basic pension amount, that is, without taking into account any additional payments or allowances.

However, the maximum increase by the coefficient of 1.121 (the same 12.1%) will be received only by those citizens who retired before 2020. For Ukrainians who were assigned pensions in the period from 2021 to 2025, the state will apply a “reduced” coefficient. Depending on the year of retirement, payments will increase as follows:

by 6.1% (coefficient 1.061) – for pensions assigned in 2021 and 2022;

by 4.8% (coefficient 1.048) – for pensions assigned in 2023;

by 3.6% (coefficient 1.036) – for pensions assigned in 2024;

by 2.4% (coefficient 1.024) – for pensions assigned in 2025.

The Cabinet of Ministers will apply the following differentiated coefficients to reduce the gap between the sizes of pension payments. The minimum and maximum amount of pension increases after indexation has also been established – UAH 100 and UAH 2,595, respectively.
