Mobilized IT specialists will be able to receive an officer rank and serve in the specialty

Military with skills in IT have the opportunity to become officers and hold positions related to the digital modernization of the army. President of Ukraine Volodymyr Zelenskyy signed Decree No. 214/2026, which updates the Regulations on the military service of citizens in the Armed Forces of Ukraine. This was reported on the website of the Ministry of Defense, informs the portal  PromPolitInform.

Mobilized IT specialists can receive an officer rank. Servicemen serving on mobilization or conscription, after being selected for the positions of digital transformation specialists, will be able to receive the primary officer rank of “junior lieutenant,” the report said.

The Minister of Defense decides on personnel, and after approval, an order is issued by the Deputy for Digital Development. The appointment and transfer of digital transformation specialists will take place according to clearly defined procedures of the Ministry of Defense.

Candidates for IT positions will be selected in two stages:
At the level of military units, commanders will conduct primary selection among mobilized servicemen.
In the Ministry of Defense – verification of documents, compliance with requirements and, if necessary, an interview with representatives of the Directorate of Digital Transformation.

After successful selection, the serviceman is assigned the rank of junior lieutenant and appointed to the appropriate IT position.

The Ministry of Defense noted that the new rules open up the opportunity to systematically attract IT, engineering and technology specialists to the Defense Forces. This will contribute to the introduction of digital solutions in the army and strengthen the technological superiority of Ukraine on the battlefield.

The Ministry of Defense began creating an IT-vertical – a network of digital transformation specialists at all levels of the Defense Forces: from battalions to the General Staff and the Ministry of Defense. Currently, the selection of personnel and the appointment of specialists continues, and in the near future there will be public vacancies for military personnel.

Digital transformation specialists will implement modern systems in units, collect feedback from the military and form requests for new technological solutions. This is done in order to build a manageable digital transformation system that will allow you to quickly launch innovative services and technologies for the army.

  • On March 10, the Ministry of Defense reported that an admission campaign to higher military institutions began in Ukraine on January 1. During training, cadets receive not only vocational education, but also a number of social benefits. Among them are a regular scholarship, secured housing, three meals a day, military uniforms and medical care.
  • In February 2024, Alexander Bornyakov, Deputy Minister of Digital Transformation for IT Development, said in an interview with LIGA.Tech that many Ukrainian IT specialists do not stand on military records and do not want to go to the CCC.
