Who should pass the VLK in 2026: the Ministry of Defense clarified the rules of the medical examination

The conclusion of doctors on fitness for service now has a limited validity period even under martial law.

Passing the military medical commission remains one of the key stages of the mobilization process in Ukraine. At the same time, the defense department emphasizes: a medical examination is not a guarantee of immediate conscription, but serves as a tool for determining the physical condition of a citizen. This is reported by the Ministry of Defense, Dengi.ua reports. The PromPolitInform portal informs.

Categories of citizens subject to mandatory examination

During martial law, the procedure for passing the VLK is mandatory for several groups of persons. First of all, this applies to those liable for military service who have received a summons or a corresponding referral from the CCK and SP.

Also, the following must pass the commission:

Former “limitedly fit”: those who previously had the status of unfit in peacetime, but fit in wartime, and have not yet undergone a re-examination after the abolition of this category.

Contract candidates: persons who have expressed a desire to voluntarily join the ranks of the Armed Forces of Ukraine.

Active military personnel: soldiers whose health condition requires review (for example, after injuries).

Doctors and pharmacists: a special procedure applies to women with medical education who received diplomas after 2025. They are required to pass the VLK within 60 days after registration.

It is important to consider that in martial law conditions, the commission’s decision is valid for 1 year. For example, if you underwent a medical examination in the spring of 2025, then in April 2026 the data in the “Oberig” system will be considered outdated, which will require a new visit to the doctors.

The procedure for obtaining referrals to the VLK: digital solutions

Today, referrals to the VLK can be issued by heads of the TCC, recruiting centers, and for professional military personnel – by unit commanders. For those liable for military service, a simplified procedure has been implemented through the “Reserve+” application. To receive an electronic referral, it is enough to go to the “Services” tab, fill out the form and wait for the document to appear in your personal account. This allows you to avoid unnecessary visits to territorial recruitment centers.

For those who are already in service, there are mechanisms in place. Active military personnel can submit a digital report for passing the commission through the Army+ application if there are appropriate medical indications.
