“The largest transformation of the military service system in history”? Do new reforms bring and where should they start

The Ministry of Defense of Ukraine has launched, as announced by the head of the military department Mykhailo Fedorov, the largest transformation of the military service system in history. The PromPolitInform portal has already reported on this. It was about new contracts, terms and an increase in financial support.

Today we continue the conversation on this topic. The Head of the All-Ukrainian Public Organization “Union of Officers of Ukraine” Oleksandr Sasko expresses his vision of the announced transformation. His position is published by the PromPolitInform portal.

“Ukraine is launching the largest transformation of the military service in history, said the Minister of Defense of Ukraine Mykhailo Fedorov. Once upon a time, Ms. Natalia Kalmykova, together with Mr. Oleg Yatsyna (it was not so long ago) presented the Concept of Personnel Policy to the Public Council under the Ministry of Defense. I said then that in it (this concept) once again valuable ideas are embedded in beautiful words.

It is difficult to say anything about the Minister of Defense’s message. First, the largest transformations in the history of Ukraine have been launched in many ways, starting from 1992, when the totality of military units, formations and associations was reduced to the Armed Forces of Ukraine. Or when the personnel military service of officers ceased to exist. Or when the Air Force and Air Defense were united into the Armed Forces of Ukraine. And if from history – then there were the reforms of Tsar Peter, Emperor Napoleon, the demilitarization of Germany after World War II. The scale of those reforms was not even dreamed of by today’s reformers.

The Minister should invite one military history teacher from the National University of Ukraine and listen to a 6-hour course, at the same time involving his advisers in the lessons.

Secondly, of course, the introduction of contracts for “active military” and “civilian” and the payment of financial support to contract workers can also be considered a discovery. Who are these military and civilian people, and from what law did they come? Who would have guessed to divide soldiers in the trenches into such and such? It is worth asking specialists who know a little more about the procedure for training, recruiting troops and completing military service than some couch experts.

Thirdly, people get tired at the military base and in the rear, in headquarters and hospitals, in warehouses and repair factories, and they need to be given rest. And if you have two sets of troops, take on the obligation to dismiss them after the term specified in the contract. If this is not the case, there will be more problems. There is no linear solution here.

And finally. About money. First, there is not as much of it as is announced in the ideas. And then, obviously, the basis of motivation should be the same basic payment for everyone with further tariffication depending on the position, characteristics of military service, attitude to service and achievements, etc. This is already there, but needs correction.

It seems that those who gave birth to proposals on the size of the financial support and on the infantry/assault did not see the 260th order of the Ministry of Defense in the eye. And it would be worth studying and listening to military experts in this area.

In general, the army is being reformed. And those reforms depend on the development of science and technology, production, creation and introduction of new types of weapons, which entails changes in the structure of the Armed Forces and changes in the forms and methods of conducting combat operations. What is new here? It is desirable to simply know before getting down to work.
