The PromPolitInform portal publishes the Statement of the Union of Officers of Ukraine on the organization of the fulfillment of military duty by citizens of Ukraine, which was at the disposal of our publication.
The Union of Officers of Ukraine reviewed the state of organizational work on the fulfillment of military duty.
The Union states that the measures taken with the beginning of the large-scale offensive by Moscow allowed the transfer of the Defense Forces of Ukraine to the organization and staff of wartime, to organize a rebuff to the Moscow aggressor and comprehensive support for the combat activities of the troops.
However, the state of preparation for military service, the process of taking into military registration, the formation and preparation of reserves, and conscription for military service have significant shortcomings.
The central executive authorities and local self-government bodies do not properly exercise the powers granted to them regarding notification and ensuring the arrival of citizens for military registration, maintaining personal primary registration of citizens, ensuring conscription for military service, etc.
In the fifth year of the war, basic military service and the preparation of reserves for replenishment of troops are not organized. Communal centers for training for national resistance have been created, and the curricula they have mastered do not cover the needs for training conscripts for military service. At the same time, statements about the widespread involvement of foreign citizens in the defense of a homeland that is not theirs and the formation of military companies that would belong to private individuals (private military companies) have been activated again.
We note significant failures in the organization of information activities aimed at the formation and implementation of plans for conscription for military service. An endless number of bloggers, “experts”, “connoisseurs” and public “defenders”, to the best of their ability, and sometimes in accordance with the tasks assigned to them, spread unreliable and false information, openly demotivating narratives, and form a negative information field around the issues of organizing the defense of the Motherland and mobilization issues, in particular. The number of groups on social networks whose activities are aimed at disrupting mobilization measures and supporting evasion of military service has increased significantly.
On the other hand, individual facts of bribery and extortion in the CCC and SP, abuse of official authority are sharply not perceived by society, so they require a principled and rapid response from law enforcement agencies. The existing injustice and selectivity in organizing military service are also not perceived by society.
Around the conscription process, there are calls for non-compliance with the provisions of the laws of Ukraine, general accusations of employees of the CCC and SP and the national police of the illegality of their actions, abuse of authority, violation of human rights, etc. The success of the work of the CCC and SP is also not facilitated by constant ill-considered reforms and mass personnel changes. Irresponsible statements by individual civil servants about the liquidation of these military administration bodies are heard without substantive proposals for the organization of further military registration, conscription for military service and social support for certain categories of citizens.
A significant demotivating factor has once again become the level of financial support for servicemen and employees of the Defense Forces of Ukraine.
In view of the above, the Union of Officers of Ukraine draws attention to the fact that “the protection of the sovereignty and territorial integrity of Ukraine, ensuring its economic and information security are the most important functions of the state, the business of the entire Ukrainian people” – that is, a constitutional norm that must be fulfilled. It is in vain to hope that foreigners, “wild geese” or landsknechts will play a decisive role in the defense of Ukraine.
The Union of Officers of Ukraine appeals to state authorities, citizens of Ukraine liable for military service and persons of draft age to strictly comply with the requirements of current legislation on the performance of military, in particular – mobilization, duty.
We consider it necessary to take urgent measures to further improve military registration, strictly implement the provisions of the legislation on liability for violation of military registration rules, evasion of military service, using all legal methods of coercive influence for this.
We warn servicemen and employees of the CCC and the Joint Forces, their management bodies about the inadmissibility of bribery and extortion, abuse of official authority and the inevitability of punishment for such actions.
In view of the above, the Union of Officers of Ukraine recommends:
to urgently amend the Resolution of the Cabinet of Ministers of Ukraine No. 704 dated August 30, 2017, which provides for the calculation of the monetary allowance of military personnel based on the minimum wage as of January 1 of the calendar year and to extend this norm to other employees of the Defense Forces of Ukraine; to review and, if necessary, make changes to the system of additional payments, promotions and rewards for conscientious performance of official duties;
to urgently organize the passage of basic military training military service by men aged 18 to 24 in the training centers of the Defense Forces of Ukraine;
consider conscription (direction) for military service as a decisive way of replenishing the troops (forces) in the conditions of the current Russian-Ukrainian war, developing a network of centers and capabilities of recruiting centers;
take urgent measures to further improve military registration, strictly implement the provisions of the legislation on the inevitability of responsibility for violations of military registration rules, evasion of military service, using for this purpose all lawful methods of coercive influence, in particular, restrictions on socio-economic rights established by the legislation of Ukraine;
strengthen control over the activities and responsibility of officials who organize conscription for military service and ensure the inevitability of punishments for offenses.
The defense of Ukraine, its honor and dignity, sovereignty and territorial integrity is the right and honorable duty of Ukrainians, and only we can victoriously end the next Russian-Ukrainian war.
