Zelenskyy appoints 16 HACC judges to secure EU tranche

President Volodymyr Zelenskyy has issued decrees appointing 16 new judges to the High Anti-Corruption Court. This personnel decision is one of the conditions for Ukraine to receive financial assistance from the European Union totaling up to 300 million euros.

This was reported by RBC-Ukraine (Валерій Ульяненко), according to the portal PromPolitInform.

According to the published decrees No. 782/2026 and No. 783/2026, 11 new judges joined the HACC, and 5 more were appointed to its Appeals Chamber. This replenishment allowed for the fulfillment of indicators necessary for the disbursement of a tranche under the Ukraine Facility program.

Fulfilling financing requirements

Filling vacant positions and expanding the anti-corruption judicial corps was a critical requirement set by European partners. Meeting this obligation clears the path for the state budget to receive funds ranging from 250 to 300 million euros.

The Ukraine Facility program was launched in 2024 and covers a four-year period until 2027. The total volume of support reaches 50 billion euros, provided in the form of grants and loans for the modernization and reconstruction of Ukraine.

Structural reforms and support plan

The mechanism provides for the implementation of a specific list of reforms aimed at digitalization, economic development, and integration with the European Union markets. In late July, the Council of the EU approved the updated Ukraine Plan, which includes additional stages of transformation.
