The base salary for doctors is planned to be increased to 30,000 UAH under the 2027 budget framework
The government of Ukraine has released the draft state budget for 2027, allocating 292.5 billion UAH to the healthcare sector. A significant portion of these funds is directed toward the Medical Guarantee Program and expanding pharmaceutical procurement. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine, based on data from the Ministry of Health of Ukraine.
The government document provides 292.5 billion UAH for the medical sector, excluding local budgets and departmental hospital expenses. The Medical Guarantee Program remains the primary resource distribution tool, with 225 billion UAH earmarked for its implementation, which is 33.5 billion UAH more than in 2026.
Financial benchmarks for the medical sector
Minister of Health of Ukraine Viktor Liashko emphasized that the budget was formed under the conditions of an ongoing war, where the defense sector remains the top priority. Nevertheless, the state is increasing social medicine spending, which will allow for a revision of current tariffs and improved financial support for personnel.
Increasing medical staff salaries
As part of budget planning, authorities are working on amendments to the government decree regarding the minimum wages for doctors and mid-level medical staff. If approved, the base salary for doctors will be 30,000 UAH, while for nurses and medical assistants, it will rise to 20,000 UAH.
Centralized procurement and “Affordable Medicines”
Significant funding growth will also affect the “Affordable Medicines” program, reaching 21.7 billion UAH, an increase of 13 billion UAH over last year’s figures. Centralized procurement of medications and medical supplies will also see better funding: 20.8 billion UAH has been allocated for these needs, representing a 5.6 billion UAH increase compared to the current period.
Priorities for medical provision
Additional resources will be directed toward combating oncological and cardiovascular diseases, as well as viral hepatitis. Furthermore, the budget provides for the creation of a special procurement buffer, which will ensure stable supplies of materials for orthopedic, neurosurgical, and trauma surgeries.
