Across various regions of Ukraine, 276 falsified records were detected in the Oberig system
In various regions of Ukraine, eight current and former officials of territorial recruitment and social support centers are suspected of entering false data into the Oberig system. On September 10-11, 2026, as part of the program 'The Flip Side of TCC and VLK', investigators recorded at least 276 falsified mobilization records. This is reported by the portal PromPolitInform, citing information from Office of the Prosecutor General of Ukraine.
During the investigative measures, law enforcement officers found that the suspects used their official access to the information and communication system and their own qualified electronic signatures. The changes concerned the registration data of liable citizens who were groundlessly credited with registration, conscription, and subsequent dispatch to military units.
Large-scale episodes in western oblasts
The largest-scale violations were detected in Lviv and Uzhhorod, where at least 239 false records were registered. In this episode, notices of suspicion were served to three officials, including an acting head and two former heads of local TCC and SP units.
Among the individuals whom the system mistakenly marked as mobilized were active-duty servicemen, citizens who voluntarily left their units, missing persons, and those who had died. Another portion of citizens had never visited the recruitment centers or undergone military medical commissions.
Violations in Vinnytsia, Luhansk, and Chernihiv oblasts
In Vinnytsia oblast, a former head of a district territorial recruitment center is suspected of creating false information regarding five individuals. They were recorded as sent for service without actually being enrolled in the ranks of the army.
Similar violations were recorded in Luhansk oblast, where three former heads of district TCCs entered false information about 28 liable citizens. In one such case, the data change helped conceal a liable citizen from conscription after the expiration of his deferment term.
In Chernihiv oblast, a notice of suspicion was served to the head of a TCC and SP due to the falsification of data on four liable citizens. They were groundlessly marked as drafted into a combat military unit without actual service.
Qualification of crimes
All suspects are incriminated with unauthorized modification of information in an automated system by persons who have the right of access, as well as official forgery. The actions are qualified under Part 1, Part 3 of Article 362 and Part 1 of Article 366 of the Criminal Code of Ukraine.
Procedural supervision in these criminal proceedings is carried out by specialized defense prosecutors in the western, southern, eastern, and central regions. In accordance with the Constitution of Ukraine, the suspects are considered innocent until proven guilty in a lawful manner.
