Ukrainian forces target refineries in Perm and Novoshakhtinsk
During September 24 and the night of September 25, 2026, Ukrainian Defense Forces struck oil refineries and radar stations located within the territory of the Russian Federation. Specifically, industrial enterprises in the Perm Krai and Rostov Region were hit alongside military infrastructure. This is reported by the portal PromPolitInform, citing the Telegram channel of the General Staff of the Armed Forces of Ukraine.
The Lukoil-Permnefteorgsintez oil refinery, located in Perm within the Perm Krai of the Russian Federation, came under attack. Following the strike, a fire was recorded on the territory of this industrial facility.
The annual refining capacity of this enterprise is approximately 13 million tons of oil. The plant produces fuel and other petroleum products used to supply lubricants and fuel to the armed forces of the Russian Federation.
Strikes on facilities in the Rostov Region
In addition to Perm, the Novoshakhtinsky oil refinery in Novoshakhtinsk, Rostov Region, was targeted. A fire was also documented on the grounds of this enterprise.
The refining capacity of the Novoshakhtinsky plant stands at roughly 7.5 million tons of oil per year. The enterprise serves as one of the major petroleum product suppliers in southern Russia, supporting the operations of the aggressor state’s military.
Destruction of radar stations
Near Novoshakhtinsk, Ukrainian units successfully struck enemy radar stations. These included the 64L6 Gamma-S1 and 39N6 Kasta-2E2 radar systems.
All these actions are carried out as part of Ukraine’s exercise of its inherent right to self-defense under Article 51 of the UN Charter. The primary objective of these operations is to systematically reduce the military and economic potential of the Russian Federation.
