Internal Service Regulations to incorporate specific anti-corruption restrictions
The Cabinet of Ministers of Ukraine supported a draft law amending the Internal Service Regulations of the Armed Forces of Ukraine, establishing procedures for addressing conflicts of interest during military service. The document drafted by the Ministry of Defence sets clear duties for service members and their commanders. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
The proposed amendments detail the steps to be taken when a contradiction between personal interests and official duties arises during the execution of an order. Military personnel will be required to report any real or potential conflict of interest no later than the next working day after becoming aware of it.
Under the draft rules, service members must inform their direct commander about the conflict. If the order was issued by a higher authority, the direct commander must escalate the report to the senior commander for resolution. The commander who issued the order is obligated to take corrective measures upon receiving the notification.
Rules for Independent Officials and Collegial Bodies
Officials without a direct supervisor will follow a different procedure, reporting to the National Agency on Corruption Prevention or another designated authority. If a conflict arises within a collegial body, the report must be submitted to that body or directly to NACP.
The bill places responsibility on commanders at all levels to ensure their subordinates adhere to anti-corruption regulations. Concurrently, all military personnel must take steps to prevent corrupt practices in line with the basic law ‘On Prevention of Corruption’.
Restrictions for Medical Examination Boards
The legislation also establishes a specific list of officials subject to standard anti-corruption restrictions regarding the use of official status, acceptance of gifts, dual employment, and working with close relatives. These rules will apply to the heads and members of military medical commissions and medical-social expert commissions.
