Ukraine requires $155 billion to cover military needs throughout 2026. This figure encompasses both budgetary expenses and the value of material and technical support provided by partner countries. This was reported by RBC-Ukraine (Юлія Капітонова) citing TSN, according to the portal PromPolitInform.
According to Prime Minister Sergii Koretskyi, the assessment of the state’s financial needs is based on agreements reached during the Ramstein-format meeting in February 2026. It was at this event that expectations regarding the resources required to resist Russian aggression were established.
A significant portion of the total amount covers not only monetary transfers but also the transfer of material assets to Ukraine. Specifically, this concerns the supply of Patriot surface-to-air missile systems, launchers, and aviation equipment, all of which are assessed in value terms.
Financial strategy breakdown
The Prime Minister clarified the origin of the $27 billion figure, which had previously been referred to in the media as a “hole” in the defense budget. These funds are part of the total $155 billion assessment of needs integrated into the state’s financial strategy.
This calculation was also used when compiling the documentation package for the Ukraine Support Loan provided by European partners. The total volume of this financial assistance amounts to 90 billion euros, designed to finance requirements throughout 2026 and 2027.
Koretskyi emphasized that the calculation methodology involves accounting for all aspects of military support, including both direct military expenditures and extra-budgetary resources received from international allies. This assessment remains a key indicator for planning international support and stabilizing the economic situation amid the prolonged conflict.
