Carriers can now independently initiate new routes through an online portal
For the first time in 14 years, Ukraine has introduced a procedure for opening brand new inter-regional bus routes at the initiative of carriers. A special online portal has been developed within the Ukrtransbezpeka system to facilitate this process. This is reported by the portal PromPolitInform, citing information from the Ministry of Infrastructure of Ukraine.
Previously, the formation of the route network was carried out exclusively by the state, which effectively kept it stagnant. Carriers had to go through complex bureaucratic paper procedures, including passenger traffic assessments, and wait for routes to be put up for tender.
Digitalization of inter-regional transport
A new service within the Unified Complex of Information Systems of Ukrtransbezpeka allows businesses to independently propose new destinations based on actual demand. Through the online portal, operators create a draft of an electronic route passport and sign the documents with a qualified electronic signature.
The document approval process has been moved to a digital format, eliminating the need to visit offices in person to submit paper requests. The coordination of the route plan with the National Police takes seven business days, after which the transport organizer has up to 30 days to make a final decision.
Deadlines and quality control
The absence of a response from the police within the established timeframe is automatically considered approval of the route, which minimizes artificial delays. The approved electronic passport receives a unique identifier and a QR-code, confirming the legality of the transport.
“The route network must react to these changes, as the mobility of people and centers of gravity have changed significantly since the beginning of the full-scale war,” noted First Deputy Minister for Restoration, Infrastructure and Transport of Ukraine Serhii Derkach. “If there is a carrier ready to provide service, the state must create a transparent procedure for it.”
Development of transport reform
In addition to introducing new lines, the agency continues to digitize existing permits. Previously, digital tenders for 200 routes were successfully held, and the results for another 250 directions are expected to be approved in the near future.
The tool was developed by Ukrtransbezpeka in cooperation with the relevant ministry with the support of the EGAP program, implemented by the East Europe Foundation. Authorities are urging carriers to actively use this mechanism to meet passenger needs in areas with insufficient transport connections.
