Over 60 Thousand Ukrainians Await Housing Funding: Where Will the State Get the Funds

The government is raising funds from international donors to cover the payout deficit

More than 60,000 Ukrainian citizens are waiting for housing certificate funding, prompting the government to seek additional resources to continue state programs. In particular, eRecovery program payouts are awaiting the approval of 112.5 million euros from the World Bank. This was reported by Minfin citing Міністерство з питань реінтеграції тимчасово окупованих територій, according to the portal PromPolitInform.

The issue of housing assistance was discussed during a meeting between specialized officials and over 40 diplomatic representatives and international donors. Participants were presented with current data on funding needs and potential ways to expand state initiatives.

It is important for us to build a stable funding system for housing assistance, noted Minister Vitalii Bezhyn during the discussion.

International Funding for Housing Programs

Additional funds amounting to 112.5 million euros under the European guarantee mechanism will be allocated for compensation for damaged houses and apartments. This document package is currently undergoing final approval at the World Bank.

Another 100 million euros under the HOME project, supported by the Council of Europe Development Bank, will cover the needs of approximately 3,600 certificate applicants within the current year.

Support for Internally Displaced Persons

Special attention is paid to providing housing for citizens who left temporarily occupied territories and need state support. Budget funding of 80 million euros until the end of 2026 is expected to provide over two thousand housing vouchers.

The demand for such vouchers significantly exceeds available resources due to the large number of officially approved applications at the local level. At the initial stage, the mechanism covers displaced persons with combat veteran status or persons with disabilities due to the war.
