The bill introduces targeted assistance based on the financial status of families
The relevant parliamentary committee has supported the government's bill on introducing Basic Social Assistance. The document is recommended for second reading, paving the way for a final vote in the legislative chamber. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine.
The Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights has completed its review of amendments to the government’s initiative regarding the reform of the state payment system. Following the consideration of proposals from members of parliament, the document received support and a recommendation for adoption in the second reading.
This decision is a critical stage before the final vote in Parliament. The bill establishes the legal framework for transitioning to a targeted support model, where the main criterion is not membership in a privileged category, but the actual property status and income of the household.
Mechanism for providing assistance
“Approval of the bill by the committee is an important step toward the final adoption of the changes. The Ministry also participated in drafting the bill so that the BSA serves as an effective springboard for families: providing a single payment, necessary social services, and a chance to return to stability,” said Deputy Minister of Social Policy, Family, and Unity Inna Solodka.
The new system involves consolidating fragmented payments into a single instrument. Beyond the monetary component, the model includes individual social support and assistance in finding employment for able-bodied citizens. The calculation of the assistance amount will be based on the difference between the base value for the family and its total average monthly income.
The role of social management
To ensure effectiveness, an institution of social management is being introduced. A specialist will be responsible for assessing the needs of a specific family and managing the case, aimed at helping the family overcome complex life circumstances. Personalized measures are intended to help unemployed individuals return to economic activity.
The next stage will be submitting the document to the Verkhovna Rada for a final vote. It is expected that implementing such an approach will make financial assistance more transparent and focused on the real needs of the individual.
