A series of large-scale privatization auctions is scheduled in Ukraine for October 2026. Assets being put up for sale include the Odesa Port Plant, Sumykhimprom, the Demurynskyi Mining and Processing Plant (GZK), and enterprises confiscated from Russian owners. Notably, the government had previously transferred the Demurynskyi GZK for privatization. This information comes from «The Page» and was reported by the «PromPolitInform» portal.
In total, nearly 9,500 auctions with a combined starting value exceeding UAH 24.6 billion are scheduled in the “Prozorro.Sale” system for October.
Among the month’s highest-value lots are state-owned shareholdings in Sumykhimprom and the Odesa Port Plant. Auctions are scheduled for October 13 and 19, respectively.
Schedule of major auctions:
October 13 — JSC Sumykhimprom. The State Property Fund is offering the state-owned shareholding in the enterprise. Starting price: UAH 1 billion.
October 19 — JSC Odesa Port Plant. The state-owned shareholding in the Odesa Port Plant is being offered as part of the large-scale privatization program with a starting price of UAH 4.3 billion. October 20 — Demurynskyi Mining and Processing Plant. Starting price: UAH 1.8 billion.
October 20 — Motordetal-Konotop. The enterprise’s starting price is UAH 415.5 million.
October 22 — Hlukhiv Quartzite Quarry in the Sumy region. Starting price: UAH 49.3 million.
The total starting price of these five assets is approximately UAH 7.56 billion. The most expensive lot is the Odesa Port Plant (OPZ), which accounts for more than half of this amount.
This is not the first time an attempt has been made to transfer the OPZ to a private investor. This time, the state has put up 99.5667% of the enterprise’s shares for sale at a starting price of UAH 4.308 billion.
Which confiscated Russian assets is Ukraine selling in October?
At the same time, the state is putting up for privatization three enterprises that were previously seized as state revenue due to sanctions against their Russian owners.
This group of October lots includes:
Demurynskyi Mining and Processing Plant — the asset was confiscated due to sanctions against Russian billionaire Mikhail Shelkov;
Motordetal-Konotop — the plant was confiscated due to sanctions against former Russian senator Sergey Kalashnikov;
Hlukhiv Quartzite Quarry — the enterprise was owned by Russian oligarch Oleg Deripaska through a Cypriot company and was seized as state revenue.
The total starting price of these three assets is nearly UAH 2.265 billion. The most valuable among them is the Demurynskyi Mining and Processing Plant; the starting price for its sale is set at UAH 1.8 billion.
The sale of confiscated enterprises has emerged as a distinct area of state property privatization. Notably, the State Property Fund had already been preparing “Motordetal-Konotop”—which came under state ownership following the imposition of sanctions—for sale in 2024. Auctions scheduled for October will reveal the extent to which major private capital is willing to invest in industrial enterprises during the war.
