Figure of the day: tax service shortchanges budget by UAH 11.9 billion in a month due to shadow economy failure

In October, the tax service transferred UAH 74.2 billion to the state budget

In October 2026, the state budget undercollected UAH 11.9 billion in tax revenues due to the failure to meet the Ministry of Finance targets. The largest shortfalls were recorded in value-added tax and excise duties. This was reported by Minfin citing Danylo Hetmantsev, according to the portal PromPolitInform.

According to the results of October, the general fund of the state budget received UAH 74.2 billion from the State Tax Service. This figure turned out to be 13.9 percent lower than the expectations of the Ministry of Finance.

The most significant lag from the approved schedule occurred in the value-added tax, where under-collections amounted to UAH 11.7 billion, or 32 percent. Revenues from the excise tax decreased by UAH 7.1 billion, which accounts for 40 percent of the plan.

Structure of shortfalls in excise taxes and PIT

Separately, for excise duties on tobacco products, the financial gap reached UAH 3.8 billion, or 32.4 percent. Personal income tax collection figures also fell short of the targets by UAH 700 million, which equals 3.3 percent.

It was partially possible to cover the emerging hole in revenues at the expense of other financial sources. In particular, the corporate income tax exceeded the established plan by UAH 3.9 billion, showing a growth of 87.2 percent.

Compensation through corporate income tax

Revenues from a part of net profit and dividends turned out to be UAH 1.8 billion higher than the planned volumes. Rent for the use of subsoil brought UAH 1.6 billion more to the budget, which constitutes a 35.7 percent overfulfillment.

During October, the state reimbursed value-added tax to taxpayers in the amount of UAH 25.9 billion. The negative results of the month affected the overall treasury replenishment figures for the ten months.

General indicators for January-October

For the period from January to October, the general schedule of the Ministry of Finance was underfulfilled by UAH 40.8 billion, or 3.6 percent. In total, the general fund of the state budget accumulated UAH 1 trillion 101.2 billion in tax payments with a total VAT refund of UAH 196.8 billion.

The Member of Parliament emphasized that such deviations cannot be considered exclusively technical fluctuations. “The results indicate problems with the systemic whitewashing of the economy, because the largest under-collections were recorded precisely in VAT and excise tax,” the parliamentarian noted.
